The only thing close to what you suggest is literally the one troll "modder" with no modding history, and no team, who basically announced and cancelled a bogus "big" mod in one statement. It doesn't take a degree in comp. sci. to see how ludicrous that was.
Talking about the "lets port Skyrim into Starfield" mod. Yeah that never even remotely sounded feasible lol
Closest I've ever seen to something like that is Morrowoblivion and it's super buggy (Morrowind ported into the Oblivion engine) and also took years of development. I don't even know how functional it is! I tried it back in like 2016 and was getting like 20fps in Seyda Neen, so I gave up on it then. Granted, I had a way older PC, but I think it still had a GTX 980Ti at the time.
But yeah, I definitely didn't believe that it would be possible to get Skyrim into Starfield. Not even remotely. Something that's never been done before from a no-name mod team that doesn't have a roadmap or plan whatsoever? Yeahhh okay lol
Cause if you want the latter, it took the modding community 3 years after the release of New Vegas to make functional vehicles, and I'm using the term 'functional' very generously, they gave new meaning to the word 'jank' upon release.
