That is a little brief. He means to engage the command console (usually by pressing '~'), then typing the command 'tcl' to engage no-clip mode. Press 'enter', disengage the command console and move your character out of the obstruction. Engage the command console again. Type 'tcl' again to toggle back out of no-clip mode. Press 'enter' and close the command console. Resume normal gameplay.
That can be avoided by installing the achievement-enabling mod.
Just install the achievement-enabling mod and then achievements will again be available. You can get the mod on the nexus site.
