Finally! The elusive POI
I never saw this POI during 800+ hours of play. Bad luck with the RNG, or so I thought. I finally looked it up out of desperation. After an hour of landing spots searching, there it is.
The Abandoned Griplite Manufacturing Plant and the short little quest associated with it. It also may have a magazine I've been needing as well.

After looking it up, I found out that this particular POI only appears in a sandy desert biome. So, just searching planets/moons with that biome did the trick. Took about 12 landings on 3 different planets.

The spawn number for it must be really low.

So cool when do you plan on going back?

The only thing the POI was missing is gnats. Luckily, they can be found in the game forums whining about one thing or another incessantly.

Wait. That's the one with the "Unusual SOS" quest attached?

Make a hard save before you go. In case you don't want a bugged quest in your logbook.

Mine was on a dead moon planet. So it can spawn in that situation.

Yeah, found that out. The quest bugged. But it is easily removed with "resetquest 0025A9E2", and since I have no need to go back to that POI type now, it doesn't matter.

Yeah, found that out. The quest bugged. It showed completed with a green check in the box, but stayed in the active quests. But it is easily removed with "resetquest 0025A9E2", and since I have no need to go back to that POI type now, it doesn't matter.

They seem to have help during the weekends too. Or maybe it's just coincidence that their most egregious post appear and are untouched during the weekend coupled with Friday night ban fests of actual players who try to offset all of that buzzing.

The answer here, is to simply stop engaging with them. Ignore their posts, don't fall for their bait. The more people engage with them, the more they are going to ♥♥♥♥-post here.

I have seen a military POI (I can't recall its designation, but it had some Trainees fighting robots) with like 30 xenogrubs

Edit: Too be clear, there is no connection between the two. The Trainees show up at multiple non enemy POI's.

I've encountered that one a couple times. If you are working on getting kills for the demolition skill, that one is perfect. :D

I have also encountered the trainees at other POI's, getting ready for the Robot Attack. :D No zenogrubs to be seen.

Only two POIs left to find. I think they are also the locations of the last two magazines I need, both issues of Nova Galactic Manual.

Deserted Freestar Collective Garrison - I'm fairly certain that this is the one on top of a tall hill with steps going up. I've only seen it once, on a previous play through.

Abandoned Maintenance Bay - I'm sure that I have seen it before, but now that I'm looking for it I can't find it.

Good job, OP! I keep hearing about "pools" and how some POI's get added to the list as the character level goes up. Is that true of this POI as well?

I have read the same, but I honestly don't know if that is the case. It seems more likely that the chances are static and some of them are just really low chance and/or have specific planetary triggers like the sandy desert needed for the Griplite plant. The only way to know for sure is to use xEdit and look in the files. But I don't have it.
