If you have played them, it's the same modder as Looks Menu in Fallout 4 and Race Menu in Skyrim.

There is a console command for that, but unless you are using a mod it will disable getting achievements.

Opens the character creator, allowing you to change your appearance and traits.

showlooksmenu player 1

If you execute that command, it will reset the player character to default. If you want your current appearance to display and edit from there, type the command as so: showlooksmenu player 2.

This, Enhance! visits to tweak. I don't see too much need for mods in the character creation unless it's for those grotesquely proportioned waifus. Otherwise, Enhance! is exactly like redoing the character creator in the beginning, minus the traits and background.
