You trade Astras for rare/epic/legendary items when interacting with Stashe in the Tracker’s basements. 3 astras = legendary item (can endlessly reroll).
I am level 80 or so, lost track. I got an advanced lawgiver, with about 1/3 the damage potential of anything I would consider using, with no potential to mod it well enough to be anything usable. But hey, they can't all be winners :)
Honestly if I DO get like a legendary magshot with good rolls I will probably never move to the next NG+...
You can get unlimited, you can console them in, you can change the global variable that Stache uses for his price to 0...
Do you have a example console command on how to set Stache's price to 0?

Note, these are not from the main Starfield.esm, so BaseID might be a little different due to loading order...
you can open console and use:
help astras
then use pgup button to scroll up if it spits out too many results
You are looking for the BaseID for SFBGS003_Astras_LargeAmount, if it is different than what I listed.
It is a GLOB - global variable, so:
set BaseID 0
should change it (from its default value of 3) to 0
I know I'm late in responding here, but I've had something very similar happened to me.
Before I ever joined the Tracker's Alliance, I had found one Astra. Then I joined and eventually found six more. I cashed in for two legendary weapons, and now I have one Astra left in my inventory.
I've since done about six or seven bounties successfully, and I have not found a single other Astra. I've also completed a lot of other quests and taken out a number of bosses and opened boss chests, but I haven't found any more Astra that way either. Seven Astra in total so far, and six of those after joining.
I'm OK with a little farming, but I'm starting to think I'm just not going to ever find another one. I might just spawn in one Astra for every two Tracker's missions I complete or something.
