I hate that we can't go to the scene of the crime, either find his family or proof they died. Whole conversation seems the start of a quest but it's nothing but flavor dialogue of no consequence

Wiki doesn't say anything about finding his family. Can't check for myself but it will be something I look into next time I play

Well since you're checking the wiki I'll just tell you.

The station they were on, the one attacked, is in the AC system. You can go there, clear it out, and get some info on what was going on there, and why their Administrator was a idiot. Later in game you will find Bobby standing with his parents in NA and you can talk to them, so they did escape in a different ship as Bobby said. PS - the Administrator you can also find in NA working at a Terrabrew.

Just in addition, the head scientist will be in MAST and you can go get his research slate from the station.

WARNING: For some reason Starfield HATES taking quest items from you at the quest end. Worse with this slate, the quest flag doesn't get removed so you can't store or drop it. So.....you know beware.

Well since you find Bobby and his 'parents' outside of Enhance, my theory is they did give him foster parents after all and they just remade their faces to look like his original...
