Randy Savage Terrormorphs, are you not familiar with the Bethesda modding community? Basically it has become a common practice to replace the biggest baddest monster of any new Bethesda game with Randy Savage.

It was one of Skyrim's most popular mods.
But if someone wants to make such a fun mod, I don't see any real problem, except that you can't release it via Bethesda's CC platform. But anywhere else, probably no problem...
If you replace the Terrormorph....then at least change it to the Xenomorph.
Or something scarier, like the Banshee from ME3.

Define popular. I have never seen that mod on Nexus in the most endorsed or popular lists, not even before the Nexus drama started. So, no. Not even close to one of the most popular mods. I am sure many peope might have tried it. I am also sure very very few actually kept it in their game.
I know right? Has it been so long since Skyrim that the forums are now filled with embryos who never experienced the early days of Skyrim mods?
