Why are the Unique Weapons so unbelievably bad?
Like seriously, WTF?

Wait, unique weapons? Do you mean the Legendary named ones that you get from quest rewards? Or just any named weapon in general?

Honestly I think it has to do with RNG - it seems random what kinds of mods Unique weapons will spawn with, and sometimes they make for a crappy combination.

It´s due to the tier mechanic, damage in my opinion far outweighs the benefits of three random perks.

So an advanced basic weapon will ALMOST always beat a refined legendary, if you can find a good refined weapon with the knockdown effect I might take it ....it´s incredibly useful, but other than that I always go for tier.

Idk, I guess they didn't want to make it fun and unique. It's better to find a epic or legendary weapon with perks that you like then modify it.

try to get ADVANCED LEGENDARY weapons. those are pretty nice.

I just got a legendary Grendel that does 7 damage because it´s the basic tier, at my level all it does is tickle stuff regardless of mods.

More weapons unlock and are able to be found the higher your level. You will see more variants later on.

Beowolf is not unique, he is talking about the specific named weapons, most of which are calibrated at best from what I've found. Maybe in NG+ since I think the quest rewards scale up when you enter it (you lose all your items so I would hope the quest reward gear scales otherwise it is literally pointless to re-obtain other than for collecting).

Why aren't the uniques leveled to the player? What if you beat the Ranger quest line at Level 40 and you're given a base-tier ranger space suit? How are you expected to ever make use of it? Utterly ridiculous.

That's true.
This weapon mod system is ridiculous very much, totally messed up, need to update obviously to match the FO4 system, out there things are clear and easy and reasonable.

Some does and some doesn't. For instance at my level the unique legendaey UC armor in the UC questline is advanced. The unique breach from that story mission where you phase between dimensions has the stats of a advanced breach. It would be great if all of them did rather than some.

Well personally i would have loved for them to drop the "Looter" part completly from the game. Even though i don't know how well it plays, i feel as if there's a reason as to why Pen and Paper tabletops set in more sci-fi future scenarios are less about Swords +1, +2, +3 progression, but more about getting simply technologically more advanced equipment.

The whole level tiered itemisation feels of to me in the context of the world. It works for the ship imo, but less for guns using the same ammo and so on...

Perhaps they were lazy and made tiered weapons so they could get away with a smaller weapon variety. Rather than make a new weapon per level range, they use the same weapon over and over.

Just got the Deputy revolver at around level 55. It does over 150 damage.

Not sure how the loot generation works as it could be quests may be locked to level when taken. So if you out level them and such it could. It's basically something like Diablo games with randoms as well. Sometimes just bad luck.
