Honestly I think it has to do with RNG - it seems random what kinds of mods Unique weapons will spawn with, and sometimes they make for a crappy combination.
So an advanced basic weapon will ALMOST always beat a refined legendary, if you can find a good refined weapon with the knockdown effect I might take it ....it´s incredibly useful, but other than that I always go for tier.
I just got a legendary Grendel that does 7 damage because it´s the basic tier, at my level all it does is tickle stuff regardless of mods.
That's true.
This weapon mod system is ridiculous very much, totally messed up, need to update obviously to match the FO4 system, out there things are clear and easy and reasonable.
This. I do hope modders can make unique gear and weapons scale with a players level now that the creation kit is released.
The whole level tiered itemisation feels of to me in the context of the world. It works for the ship imo, but less for guns using the same ammo and so on...
Not sure how the loot generation works as it could be quests may be locked to level when taken. So if you out level them and such it could. It's basically something like Diablo games with randoms as well. Sometimes just bad luck.
