NG+ Can't sell survey data to Vlad?

I skipped the main questline and whenever I go see Vlad on the eye there's no option to sell him data. Which is super annoying cause he buys it for way more than random traders.
Does anyone know if the option comes back at all?

It comes back. Just continue the main storyline, you'll eventually get it.

If you skip the main quest in NG+ the option to sell to him never comes back, not sure if its a bug, or just a crappy design choice/oversight.

There is another NPC who only buys Survey Data

You can sell survey data to a npc in a white shirt in the bar in Cedonia. He only had 5,000 to buy it with though.

Is there any 'set stage' code to fix this issue with Vlad in NG+ when skipping main quest?

I am on New Game+ and completed the main quest. I'm at the "revelation" quest. and can not sell to him. Guess I'm screwed.

That feature is unlocked by one of the storyline quests: "Into the Unknown". You also might have to complete Sam Coe's quest before "Into the Unknown" is unlocked.
