Report a translation problem
Both tactical and emergency reloads, and a wild mix of medpack and then reload while healing is active, reload and medpack while reload is still going, etc.
On the other hand, interrupting an action A with action B causing action A to be interrupted makes perfect sense.

Sad thing is that I was able in the first ~10 hours of my playthrough to reload while healing ; Idk what changed from there
Wouldn't the animation be interrupted aswell, in that case ?
Next thing I could look into :
Shoot gun n°1 > Heal > Swap to gun n°2 > Swap back to n°1 > Reload
(pretty sure it will work, as changing weapons do seem to fix the thing)
It isn't a bug, you can interrupt your reload to do something else. It can be annoying when you go to shoot again, but it is meant to be the way it is. Hence why you don't see people bringing it up.
Maybe healing is suppose to have an animation but it is currently bugged.
