Well, I admit I only tested this briefly by going to a distant system.
I tried 4-5 landing spots on a "semi-distant" planet - and they were all very empty, except for some caves and "natural" formations.
The game does seem implausibly full of buildings when it comes to planets, definitely.
It's like they were really scared of actually giving you that realistic experience of nothingness.
Strange, as I think Todd Howard specifically pointed out that they wanted to give players that feeling of desolation.
It utterly fails in being a space game. And it really isnt a space game, its a 1st person action-rpg.
