Are there any other planets to buy Ships/Ship Parts from?

There are other settled planets that sell ships, some space bases as well. Just hit up the Techy at the landing area's and see if they offer any ships for sale

While that is good/helpful advice, problem is, I haven't found any planets that have settlements, or space stations that aren't overrun by spacers and whatnot.

I've mostly been running around level 60+ planets/galaxies and selling everything to buy better ships lol.

One of the best ways to find settled planets that I've found, quickly, is to do delivery and cargo missions from the mission board.

I've only done around 4 or 5 so far, but every single location I have been sent so far had some kind of settlement and a Ship Technician.

Yup and every region has there own ships AND they change when vendors get updated.
