This does not resolve the issue and people on Reddit are saying it's probably due to missing files that don't download if you use an external key for the preorder
Yup the Deep Mining helmet and Space suit backpack that everyone starts with. The Cutter you pick up in the tutorial portion of the game. We've got the right items, it's just that the skins don't appear when you try and change them at the crafting tables. Have you been able to swap the skins in your game?

I chose the cutter tool in the workbench and since it has only the skin mod and it showed as one line I thought I am missing the skin (instead of clicking that line and seeing the options like you do with all other mods).
So I went for a spin reading about it and ended up disabling the preorder skin DLC. When I opened the game with it disabled I got an in-game popup notification on the main menu screen just after loading saying new content has been installed.
I then, naturally, repeated the same mistake as above (I was really not focused...) so just decided to close the game, reenable the DLC and relaunch the game.
When I tested it then I did click the skin line and it did show the skin.
Bottom line: I don't know if I did or did not have it before but that popup suggests that this procedure might help someone else.
