Because companies that have the ridiculous amount of money that Microsoft does do not think in those terms but rather the long term destruction of their rivals.
I know that, for people like you and me, just your average working folks, the concept of losing literal millions to win more 10 years from now is out of what would normally consider or even have come to mind.
But they do that on the daily, so it is not that strange to sacrifice sales now to dominate the market later.
However I much prefer DLSS simply because it is way better quality especially in motion compared to FSR. I only have a last gen GPU rtx 3090 and play on 1440p monitor. I mostly use DLSS to improve the image quality. What I do is use DSR and set the in game resolution to 4K then enable DLSS on quality which is 1440p render the end result is a supersampled image, and more fine detail at the cost of a few more FPS than native render. The biggest benefit is it that it almost removes the TAA blur when in motion. Below are some screenshot comparisons between native resolution/FSR ultra quality/DLSS quality at 1440p & 4K DSR. Pay attention to the foliage details to see the biggest difference between Native, DLSS & FSR. Also at least in DL2 it looks like DLSS looks better than native resolution. FSR almost looks like native aswell but does start to shimmer artifact and blur a bit when in motion and DLSS does not, but on a still image FSR almost looks like native at the ultra quality setting, it does start to blur more when moving down to quality & below preset. Also I'm getting between 5 & 10 FPS more with DLSS. Hopefully they will also have DLSS in the game because it's simply the better option if you have the hardware for it.
