A mobile APU that maxes out at 15 watts runs it smoothly on max. In fact, it doesn't even stress it out. I lock the framerate at 40 and it runs at sub 10 watts for almost 6 hours of battery life. Stays cool too. The fan barely kicks on.
So if your PC is struggling compared to a 15 watt mobile APU, maybe it's time for an upgrade.
Try setting process priority to high
forcing vsync in control panel and disabling in game
Try using dxvk. You'll get some shader comp stutters but probably much improved performance.
The latter is probably why Steam Deck runs the game better/more consistently than some recent desktop machines, but try the other options too.
Probably wont be fixed much due to people just not demanding it enough.
