Report a translation problem
If that were the case then my issue should be replicated easily across many apps and games, yet this is the first and only time it has EVER happened to me. Looking through the comments of this post, other posts on reddit, and a few people I know I can say with certainty that this issue is consistent across a wide variety of systems and specs.
I recently tested limiting the fps to 60 and that drastically lowered the cpu strain which means there is something wrong with how the game handles the uncapped frames or something is causing this issue happen. I thought it was very weird that in their twitter post of the specs 1440p was listed at "30 fps". I don't have the technical background to dig deeper but something is rotten with the port.
Upon looking at your video, I you are AMD spec'd which seems that this game is a lot more tolerant towards. Intel and Nvidia appear to be not optimised for or they didn't work with their framework which is causing issues? Either way this is an unacceptable release state of the game
Do me a favour and try limiting the fps from the menu at 60 or even 30 fps. For whatever reason it seems to lower the cpu load and allows the gpu to do its job. Even if it's just to test I'd like to see if other's are finding temporary success with this. It lowered my cpu load by a decent percent.
That said for what this game is, and how it looks , it has no right to be this demanding, which likely it really isn't, it's just not gone through any proper testing which is how that "recommended" spec was allowed into the wild.
I have the exact same issue, gpu at 30%, CPU at 100%...

I‘m not having any issues with FPS but since the 13th Gen Intel CPUs is very well known for cooking up a bit I’m not really down for temperatures to almost 90 degrees even though it’s running on 360mil aio. I mean a wattages up to 200 wtf? For what? No other game’s eating that CPU that much 🤦🏻♂️
I honestly suspect that the devs inexperience making pc ports is at play here. Their only other released game is FF15 which got its pc port 2 years after the console release. My main guess is that just like the Cyberpunk issues that came to light, this was likely not tested, or if it was it wasn't by an experienced team. Mix that with a team not able to handle the task, and you get a spec release of 4080 for 30 fps and thinking "yeah that's ok" when graphically this game looks somewhat dated.
You do realize the the PC and PS5 versions were 'developed' at the same time, using the same core. Basically the PS5 is an AMD PC.
Then two versions were made - one for the limits and specs of the PS5 and the more open spec one for the PC.
And they were released at the same time.
So where did you see the PC version is a 'port' of the PS5 version?

Denuvo anti-tamper by itself cannot do anything to solve DLC piracy, so most games that make all their money through DLC invent their own anti-piracy solution for it.
They're not using Denvuo's DLC anti-piracy for this game, it barely has any DLC.
Think before posting.
You really think Irdeto would develop and market such a product if they did not see a market for it.
