But you haven't fixed battery loading ignoring the set limit on power up in beta yet. So is it (hopefully) fixed in stable, but not in beta?

Thanks for letting us know. This is was an error in the patch notes.

Battery Charge Limits require SteamOS 3.7, that is why they aren't showing up. This note has been removed from this release and the feature will show up when SteamOS 3.7 is promoted to stable.
