In order to undesrtand how SteamOS works you need to look into Flatpaks. Faltpaks is a packaging format for Linux. It's completely containerized from the rest of the system. So in case you install a virus in an ap you simply uninstall the app and the virus is gone (as an example).
Flatseal is an app on the Discover Store in SetamOS Desktop mode to manage Flatpak permissions for any app. Simply download it and give Firefox access to to the Downloads folder or wherever you want to download stuff.
As an advice, in Linux you ONLY should use the App Store to install apps. Windows apps won't work out of the box anyway. Look into Bottles if you want to run some Windows app.
