That's why I'm asking about who has reinstalled steamOS and it didn't clear their windows
Resetting to factory settings is not quite the same as reinstalling (erasing and writing again) system data. For how SteamOS is made, only reimaging does a system reinstall.
Edit:
It IS possible to keep Windows, if only resetting to factory defaults, and hope it clears the errors you are getting. However it would seem something in the boot sequence has gone awry, meaning, only resetting factory defaults may (and almost certainly won't) be enough.
