If the supply chain goes back to something close to normal, then they will be able to create surplus or on-demand stock to sell.
I suggest you either reserve now or just wait until you can get in line for the next version. Valve sees there's real demand now and people are willing to pay for premium features. I expect there'll probably be a more deluxe model released within 3 years at the most. Smaller bezels, bigger screen, perhaps 900p 16:9 instead of 800p 16:10, slightly better performance, significantly better battery life, other miscellaneous improvements based on user feedback.
Beyond Steam Deck there's going to also going to be competing devices from companies with better-developed supply chains like Dell, Lenovo, etc, though it's hard to say what form they'll take or at what price.
I think you're almost certainly correct. There's the people who ordered on day 1 in "after Q3" meaning "Q4 2022 if you're lucky" so there's going to be queues for a while.
With the social media hype I expect there's a surge in orders around now because Valve is implying they'll be available in October and media outlets picking up on the misinformation:

I think the only chance the queue has of shrinking will be when it starts to come out in the wash that actually the experience is pretty glitchy and the hardware is a bit flaky. That will put off the casual market and with RDNA 3 being launched around the same time as SD1 starts shipping (to people outside the first hour of ordering) I can see enthusiasts having their heads turned and maybe even Valve launching the SD2 pre-order process.
There is alternatives already.
I'm talking about stuff based on Ryzen 6000 series APUs. The very first laptops based on this chip generation are starting to trickle in and they're extremely promising. No word yet on how they perform with a restricted TDP suited to a handheld though.
Handhelds using these chips still won't be as good of a deal as Steam Deck since it uses a built-for-purpose custom chip, but they'll at least be in the same ballpark.
Aya and GPD are very nimble companies, they could possibly have something based on Ryzen 6000 out by the end of the year, though demand will probably be high and they'll certainly charge over $1000 USD.
