How many certified refurbished they make per month?

I'm looking to buy a Steam Deck but all refurbished are out of stock, so is it because it’s nearly Christmas or just because they don’t make much? (The factory news ones are too expensive for me)

They were just on sale and Christmas is approaching. Maybe by spring you'll see more of them available.

They don't "make" any. If someone returns their Deck because they don't want it, or if it's broken and they get sent a replacement, then that's the refurbished stock (after any necessary repairs and inspection). Stock levels are super volatile, since they're dependent on what other users out in the world are doing, and never very high, since most people probably want a Deck if they bought one and most of them work perfectly fine.

i expect they release them in batches, when they get enough decks back in RMA which they can rehabilitate and resell.

And I have another question... Do they have all the same specs? like one from 2022 and an other from this year have the same power?

They haven't changed the performance. The OLED is made on a smaller process node than the LCD and has marginally higher-clocked RAM, but that's to make it run cooler and have better battery life rather than to make it faster. There won't be a better-performing model till the Deck 2 - in maybe 2026 or 2027.
