Locking the menu to 60hz OLED
On my Steam Deck OLED i have pretty much all titles set to run at 60hz instead of its default 90hz Because of:
The Steam Deck isn’t powerful enough to run the title at 90fps
The Title cannot go above 60fps
I cannot cap the FPS to 30 when using 90hz
Lower Framerates feel more jittery at 90hz

Is there any way to make everything run at 60hz forcefully. Setting it to run at 60hz in the menu does not work. Sometimes titles will run at 90hz instead of 60 despite it being set there, the Screen turns black for a brief period when Switching to 60hz from 90hz from the Menu, and Sometimes to screen will remain black or the device will hard freeze forcing me to hold the power button when it goes to 60hz

What's the problem? The menus can definitely render at 90 fps, so 90Hz is perfectly reasonable.

This part's false, too.

Being able to set it to run at 60hz always would iron out my one problem on the screen turning off and back on to go into 60hz which i feel is annoying, and that the screen will sometimes not turn back on and the only way to fix it is to put it in sleep mode and wake it
