Nearly every laptop has an HDMI port but all of them have an HDMI output port which means that using the HDMI out will only send the video and audio signals. So, in that case a port conversion is required, so a capture card can serve the purpose

Computers only output video, never take in video. You can buy capture cards to do this but they will vary in price from just under $100 to well over $200.
You can buy a cheap HDMI to USB video capture device that will do what you want for around $30; you can plug the Deck's HDMI output into that, then plug the capture device's USB port into your laptop, and use video recording software like OBS to view the video stream, but keep in mind that there will be a slight amount of lag over the connection.
