Can I play PS Now games offline on PC?
Yes. However, when playing a downloaded game, you'll need to connect to PSN every seven days to validate your PS Now subscription and maintain your access to the game.
If Sony makes it work through a browser (like Stadia or xCloud), or if they make their app available on Linux, or if their Windows app works through Wine, or if you install Windows: yes.
Otherwise: no.
As for PS 3, 4 & 5 exclusives, official PC ports will be the only viable way to play them on the Deck without cloud gaming.
There are some former PS exclusives that have eventually received PC ports, so it's fair to speculate we will see more in the future, though I doubt we will see any of the classic exclusives receive proper ports - if any.
