I knew for fact I had mouse acceleration and that it wasn't a problem with my hardware. So I was testing the mouse accel again in FEAR 2 and noticed it wasn't a problem with accel at all. When I looked closely it turns out slow mouse movements were skipping, the slow movements weren't fully registering in FEAR 2. So this made it appear as mouse accel when it was actually just bad detection of slow mouse movements.
Now I knew what problem was I just didn't know what could be causing it. Then I remembered the first thing I always turn off in games is Vsync. I have a very powerful computer so I'm getting extremely high frames in FEAR 2. So I was thinking maybe the high frames are causing the game to not read mouse movements properly. As it turns out that was exactly the problem, the mouse acceleration is gone!
Now my only problem is that I hate vsync because it causes input lag (that's why I always turn it off). So I'm going to need to find a way to limit the frames without vsync. That's no big deal though, now it's at least playable.
tl;dr
Turn on Vsync if you experience mouse acceleration in FEAR 2.
Update 2:
I figured I'd update this thread one more time for anyone that stumbles onto this problem and is looking for a fix.
I used Dxtory[dxtory.com] to limit the game FPS to 60 so I could turn off Vysnc. Now it's smooth as butter. No mouse acceleration, no input lag. Perfect mouse movement!
There's other programs out there that can put a cap on your frames but Dxtory is the one I decided to use.

I used this to not only modify the mouse acceleration but allow me to key bind grenade and slow motion to my mouses button 4 and 5 ( by simulating the original key presses ). Something to try if you dont want to enable Vsync or limit the frame rates. It has to be running when fear2 is running.
I use the portable version and is working fine for the first hour or so
Guess it's smth about game calculating dpi wrong. Anyway just try a simplier mouse if u rly wanna play this relic.
