I made my sound card immitate a surround sound and it fixed it for me. right click on the sound icon in your tasktray and click "playback Devices". Then from there go into properties of the speakers, or what ever you are using and go into enhancements. in there there should be a virtual surround sound option next to a check box. after accept the changes and go into FEAR 2. this fixed it for me."
So there you have it. Louder, but less juicy.
