1. Visit the NuGet page for GameInput: https://www.nuget.org/packages/Microsoft.GameInput
2. Click on Open in NuGet Package Explorer on the right-hand side of the page.
3. The top of the next page has a "Contents" folder. Click on "redist" in the "Contents" folder.
4. Double click on GameInputRedist.msi. This will download the file.
5. Run GameInputRedist.msi. It'll finish installing in 2-3 seconds.
You don't even have to reboot.

Why DS4Windows/your Xbox One controller do not work, I do not know. I'd just place all the blame on Valve as usual though for anything input-related :)
The only thing that could possibly prevent even your Xbox controller from working would be HIDHide, which is part of DS4Windows. GameInput uses a separate service that's not even running code inside the game process.
Stop DS4Windows and any driver that it ships with, if input still doesn't work with Special K on your DualSense controller, then it's something else. SK doesn't require DS4Windows.
If you had a DualSense controller, you could also use Special K, it can natively translate PlayStation controllers to GameInput, including adaptive triggers.
