Report a translation problem
Just keep in mind that you need to put them back, so once you're done constructing make sure you have some capacity left. I always have a notepad full of scribbled notes on my desk anyway, so I just jot down the weight before and after I remove all the devices I need to move, so i know how much leeway to give myself.
You can always check here to see if they idea has been requested. Please remember to follow the pages rules. Check to see if the idea is already there first. Then the community can vote on it. Only add an idea if not already there. I do not see this being implemented though. As this is part of the challenge of the game. TommyTools is correct. The best thing to do is put everything in storage. Doesn't count toward weight. Here is the link to look at suggestions. Happy Gaming to you.

Basebuilding (i.e. using the tops of buildings/towers/platforms AS a base) would be good too. Like a place to store stuff, grow lots of crops, collect tons of water; that sort of thing.
That second part might go slightly against the vision of the dev, but it would be nice anyway.
That would unfortunately be almost impossible because of the procdurally generated buildings in the biomes. To be able to have static stuff would require a whole rewrite of the game. The game is meant to be varied and random. You might check the Suggestions page to see if what you are asking has been brought up. You could always upvote it. The basebuilding is meant to be your airship.
If you don't have a ladder or stairs room yet to get on your roof (which makes placing a new balloon so much easier), build only the frame you want to attach the balloon to and use temporary walkways to get some distance from the ship so you can actually place it. The docking plank might also work for that, but I haven't tried that.
