You can try to find a new lift tower; if it is far enough away from your current one, the tower will reset and resources will re-spawn, so you can get more epoxy to make the virus analyzer. Once you can get into the tunnels, there is a much higher chance of finding mature dust daises that you can collect. Alternately, there is a way to cheese your way into the tunnels without disabling the iceplants: go to the area where there is a ladder to an upper level right next to the fence that blocks off access to one of the exit points from the tunnels. You will need to go around to the upper level, then jump off the platform that the ladder leads to, onto the box on the other side of the fence. You can then descend into the tunnels, and get back out at the same place. You will have to squeeze past some iceflowers to go through some parts of the tunnels, so bring some medkits.
This specific issue seems to be related to the game getting confused whether a session is single-player or not; it should get fixed at some point. In the meantime, try quitting the game and double-checking that the session is set to single-player when you log back in.
Another lift access point will give you 2 epoxy right ouside the door so that's your best bet anyway.
Those other lift towers are not marked like that although I have landed on a couple and then left them. I suppose I should go look again, but I can't help thinking that the "!" marked lift is the one I need to deal with. thanks for the input.
