The Summer balm tree is only giving fruit and not seeds?

You are just unlucky.
They do drop seeds.
I am having the same issue with the diving pearls in my game.

The Glow plant for me is very finicky with seeds. Have 3 pots of of them and if I am lucky only 2 will give me 1 seed each. Have to periodically get new seeds from original location.

One fruit on one tree and none on the second tree in the first hab. No fruit or even trees in the second and third habs. No seeds with the one fruit, which in a fruit makes no sense. At around 10% health, chronic hemorrhage fever, and just wasting time flying around trying to find one resource... Great game design /s

These fruit trees are found in the wild areas where you open the door with a knife or crossbow (not the elevator ones) Usually there a a couple before you reach the bottom of this site without going to ht end of the green tunnel where the mantis start attacking you.
This area also provides the divers pearl fruit and seed, extremely useful for exploring underdust areas.

If you have the medical station you can cure yourself in there provided you already have the preternatural seeds (infected greenhouse). Infected greenhouses also provide finished cure products, but if you are not as far along in the story line can you re-load an earlier save?

There are a few more plants at the end of the habitat after the mantises, two or three I think. One on top of the shed, one or two more around the big storage containers.

I didn't get any seeds and didn't know I should keep the fruits for curing myself from that fever ...

Look for more Wild Habitat or New Nature Territory towers. They will each have a few summer balm trees, that have a chance of fruit. If RNG smiles upon you, you will eventually get a seed so you can grow your own.

For me I found the summer balm seed at the base of the plant in a underdust, so the seed might just be based at the bottom of the plant and you just need to look there
