You can go visit another elevator tower for more epoxy, or if you get lucky you might find some in a supply pod crash site (got 9 epoxy from one of those). You don't have to complete any of the towers in one sitting (as the main mission tries to teach you), you can come back to them later, or find a new one to explore.
If that's not enough, go to another underdust. Or get to the tunnels without using hypothermia. It is possible to do.
Epoxy, as an item, is sitting loose in the underdust. I told you what it looks like. You don't need resin.
Also, you can completely bypass cold flowers by jumping along the wall from balcony (one where ladder with lock located) and then using another ladder to descend into tunnels where you can get plant resin.
While I personally find this scarcity design distasteful, I highly appreciate level design which allows players to completely bypass some requirements.
Fortunately, no... They don't spawn as often as most points of interest, but explore enough and you'll find another. The story related bits don't rely on one single tower, just a type of tower and the story continues where you left off in the other tower.
The loot in the PoIs has a measure of randomness to it, I've had cases where I had to go to another tower because the resources I need weren't available in sufficient numbers (with my luck I'm usually 1 short). I've also had times where I left a PoI only to get the resources I need from a drop pod that crashes just as I take off.
The walkthrough of the bypass method I found online included using the Crossbow, which as of the new update is ALSO behind the flower. Lol.
Only saw a few pods crashed in the early game. After going to the first underdust location, I think that's when they stopped appearing.
Otherwise, you *can* find epoxy elsewhere, as random drops, just not very much of it at a time. I think they are on towers other than garden towers; like ones that have workshops.
The plants seem to be partially randomized, so there's a chance that not enough of the dust daisies above the tunnels will have harvest-able fruit to get you through researching and crafting your first batch of epoxy. And if none of them drop seeds, you pretty much have to go elsewhere to get either more epoxy or more dust daisies. Which is why it's important to make the virus analyzer first rather than any of the other cool things you can make with epoxy.
