How do I get up here?

You need to upgrade and or build more Turbines. That will increase your max height. I had 6 upgraded Turbines to get to everywhere I needed to near the end.

But it says the max is 290 and I'm at 290

Your max is based on your current Turbines.
The GAME max is like 350 (when your using 6 upgraded Turbines)

So make more upgraded turbines
(normal turbines cap out at 290, they have to be upgraded one to get to the game cap)

Ah, I went to go make more but saw the basic capped at 290, so assumed that was the max period

Tip: leave the basic turbines attached, make new turbines to upgrade. The game for some reason will not register the upgrade bonus from the first 3 turbines you place, so those might as well stay as the basic type. 3 basic plus 3 upgraded should get you the maximum (but IIRC 3 basic plus 2 upgraded is all you actually need to get to all the places you are intended to be able to go).

Max is like over 390 or 400 I believe. That is where I was at in 1.7 Beta. I Assume they didn't lower it any.

For anyone who is interested. Max altitude for me is 400. I have 9 (6 upgraded, 3 basic) turbines installed and my ship weighs roughly 2000kg. Another info: max speed seems to be 100 km/h. I reached it with 4 upgraded engines. Added a couple more engines but the speed didn't increase past 100.

lol ive been flying around for hours looking for walls so i can mount even one of them. so far its not very fun.

Reading the tooltip on turbines and advanced turbines seems to be very hard...

I think I had 5 upgraded turbines before I could get up to where the wrecked docking plank was.

Somewhere in the early game I found a data pad with the blueprint for walls. Researched it and slapped them on with the airship gun.

The basic metal walls do not require a datapad. You get the blueprint when you collect copper for the first time. (You do then have to research them.)
