Can't raise altitude to reach platform

I just started playing and reached point in my quest to "reach the double lights" i see two blue lights and when I fly to it, my ship won't go high enough to land anywhere, actually the top of my airship bumps into the bottom of platform, that's how low I am. I tried flying further away and around base in various directions but my ship can't go high enough to reach this platform I am supposed to visit for the quest. I tried adding 2nd engine also but no luck. what am I missing? Why can't isn't the game giving me any hints on what to do to reach this double light platform that it wants me to visit, or did i miss something?

You need to make a turbine to increase altitude, you should have found a wreck of one to scan at the first red tower you go to. There's also a variant that is much taller, but I don't think that can spawn as the first double light tower you find.
