I absolutely cannot locate this damned thing, I know it's in the underdust but where specifically? I've found the oxygen tank, I've gone up into the lab and scanned everything there, past the thermo plants, everywhere I can think.

Go to a tower with a life. Not an infected one.

Then run around on the raised platforms in the first open section. You enter on the right, item is on the left. Requires a little jumping

This is the one you have to land on a bunch of shipping containers hanging off to the side.
