I have been flying in a quasimodo straight line for a VERY long time and no High Point Wind Farm spawns for me to get the recycler. Am at the game point where there are no more question marks on the map (after the first 'successful' visit of the Underdust.
The question marks indicate a tower type you haven't landed at yet, and they only stop appearing after you have visited every tower type. So one of two thing is happening:
1. You have already landed at a High Point at some time, so they're not showing up as question marks any more, but didn't get the scan (this is possible, since there's a platform you can get to without a Boarding Plank, but to get to the wrecked recycler you must have a Boarding Plank), or
2. You haven't managed to have a High Point spawn in recently. Tower spawning is random (with some influence of terrain type), and the High Point seems to be a fairly rare type, so you could just have bad luck; try going in a different direction.
I nearly missed one early on. That was before I even figured out that backtracking was a fool's errand.
In regards to only flying in one direction, this is was I found in another thread from the developer:

I wouldn't advise this. You wont find all locations by travelling in just one direction constantly, thats not how the world generation works.
Travel roughly 2.5km to 5 km to generate a new "world tile", but then after that you should explore in any direction.
I'm not sure which dev told the other commenter to travel in one direction only but this was false.
That and the large box should be one of the first things we find.
You don't have to worry about them spoiling if you don't pick them till you need them.
Given you need mantis/honey for cures it was a little anoying.
Perhaps a mini fridge with just a couple slots?
