The answer
you enter from where you find the wrecked docking plank. You want to angle it so the plank is facing upwards. Then walk across and duck under the metal wiring. BAM! You're in
It's okay to have some puzzles, but if you can't figure it out at ALL then players will just move on without it. I'm not afraid to jump all over a POI trying to do dumb things, but I took one look and left the first one under the assumption I'd need to come back with More Turbines. If the answer to a puzzle seems like it's progression elsewhere- Like not knowing there's a maximum height cap- Then progressing elsewhere is what people will try.

...Unless my ship gets the ability to fly 50 meters over the maximum altitude, or I gain the ability to jump 30 meters into the air, there doesn't seem to be a way up. Unless, perhaps, there is a bug that these are spawning at altitudes they shouldn't be?

It is at the maximum altitude it can reach. Said maximum altitude is well below where the stairs take you up, and the plank can't even reach past the stairs. So using that isn't an option.
In MANY games when you receive a new technology the next hurdle uses that technology I did not find this as any kind of puzzle or anything... it seemed very straight forward.
The dev literally gave you the answer. Also, another player posted them actually using and doing it on their YT video.
And you know what? That WAS the first thing I tried. And it didn't work. Lemme try to grab a screenshot. While I'm doing that, link me the youtube video?

Here you go. Notice that the closet my airship can get- Having built horizontally, and not vertically, is low enough that the distance my plank goes at max extension is lower then the actual stairs up. What, is this a location only available to ships that are five levels above where you start building?
I've observed a few players explore this area. There are two videos on YT already. Most figure out quite quickly that you can't reach it on foot. Instead, they usually realize (with the use of our environmental storytelling) that you need to scan the wrecked docking plank on the location and then fabricate it on your airship to reach the location. It needs to be fed to the inside of the location (in the place where the wrecked one is). Then you walk across and enter with the Docking Plank extended. (where the flickering light is).

One problem I see with the airships in many pictures is that the cockpit is not in front of the blimp and thats the reason that you can not move close enough to scan.

And here's that not being enough even still. Are you seriously suggesting that the intended method of getting to this one location is to build an air ship that's five to six rooms tall? That's like saying the intended way to get through a minecraft parkour challenge is to ignore it and make a pillar of cobblestone up. That doesn't sound right. I'll check the video in the meantime.
Eh...? So, what, if you have a bunch of smaller turbines and only a few upgraded ones, that doesn't count, unlike engines? Turbines follow different rules entirely for maximum height verses engine's maximum speeds?
Maybe add a crashed airship with the sufficient number of advanced turbines in the wreckage as a clue? This is the first POI added where you need to use them, so it was a challenge not yet seen anywhere else.
Heads up game devs... your content isn't attention holding enough nor is there any indication of what items are left to unlock until they are found
And its simple to see if you're missing locations to visit or items to discover by checking your Studies menu.
The game does in fact tell you the MASL ceiling is 320 as it states "adds XX Meters up to a maximum of 320 Meters" or something to that effect. Now, with a little math you can determine how many of Basic or Basic + Upgraded or Upgraded Turbines you need to reach that ceiling.
The only thing it doesn't expressly tell you is the STARTING height which is 230 MASL, which you notice on the Steering stick the moment you leave the crash Platform in the beginning of the game since you have zero Turbines at that point.
I'm the person in that video and while it took me a moment to "figure out" I couldn't parkour my Character up the Tower after landing on the bottom (~294 MASL) I quickly realized that I would need every bit of that 320 MASL ceiling AND the Docking Plank I just scanned in order to reach up inside the structure.
It was a nice touch for the Devs to create High Point so that we could dock to the lowest Platform with an Airship that only had 300 MASL as it's limit (2 Upgraded Turbines) and walk up to scan the Docking Plank, which itself hints you're probably going to need it & max height to get higher.
