Report a translation problem
IIRC you need to head to the lab first to get it as that is also when you learn to craft the battery for it and the charger.
So I checked, unfortunately nothing works, it is not displayed for production.
I have already searched the laboratory and learned the crystal battery and crystal fuel. Now the game permanently tells me to build the hand extractor, but unfortunately it does not tell me what requirements must be met.
Will need to save and review my last streams of the game to see how I had it all done, I will save them to a twitch list so they are not auto deleted when the threshold is met.

Those you can find at the windfarm tower stations, use a battery to get into the room and there are a few inside you can nab to save on crafting them when you don't have the supplies to so yet.

but the quest tells me to craft it.
the problem the research station is empty i no longer have any open blueprints.
If you scanned a circuit board and its still not showing up then send in a copy of your save for them to go over to see why its not activating in the research for you.

edit: I've given you wrong directory for saves, this one is correct: C:\Users\username\AppData\Local\ProjectZeppelin\Saved\SaveGames.
Ok, I found the error, because I didn't scan the circuit board until then, the blueprint didn't exist. So I had to go back. everything is there now.
