Underdust location resets upon return.
When I have returned to underdust location, all oxygen stations were inactive, all obstacles and resources respawned.

if you fly too far away everything respawns.

One things are far enough away from you they despawn and reset. There are also numerous towers to go to the underdust, with similar layouts, sometimes identical, just like other POI types.

Well, that's not good IMO. This is story- related location and crafting batteries to power up oxygen stations again is absurd after you did it once, 'cause it's time and resource consuming, especially for hypothermia booster.
I think that state of such locations should be preserved no matter how far away you go.

My main concern is that the additional oxygen tanks do not work and I cannot find any resources that I need to build the upgrade station, so no larger oxygen tanks for my playthrough.... It´s a race against time and I died several times just trying to rush to the next oxygen station.,

You don't have to power up all of them when you have the larger oxygen tank. There are also enough batteries lying around to power up the ones you need. I usually come with a few pre-crafted, but I get to walk out with them due to new pickups.

The upgrade station is not in the underdust. It is on the landing pad of one of the multi floor garden towers.

By the way, oxygen tanks don't stack with each other. Only one is active (the one in the proper inventory slot). The description is misleading and a lot of people raised the same issue.

i didn't get too far apparently, but this game mechanic is stupid - i don't want to do things twice when i've already done it

There are multiple layouts. The 2nd underdust I went to was rearranged differently. The story tunnel was removed, the rest was just rearranged. The next time you visit, it would be to farm endgame resources, just like when you visit other locations for their unique resources. Honestly, I had enough resources for all upgrades from the first run. I just went a 2nd time to get more in case I decide to use the resource for fuel in the future.

I should correct my original statement 'cause I did some digging and found out that world is boundless and keep generating locations as you fly, so it's debatable that I returned exactly to the same Underdust location I've completed before. There were two of them on a radar, so it's 50/50 I visited the other one.

i never needed to visit it twice during that short gameplay, i already had all resources i needed to finish the storyline. However if there are multiple 'labs' with lifts in the game than i don't mind it respawns since i'm not exactly keeping track of which direction i fly
