You can have as many balloons as you can build support for. There are examples of ship with 5 and more balloons on the Discord channel.

i have 7 on mine fully upgraded , so i dont think there is a limit other then what you want to deal with , watch your weight and block count when building, never fully upgrade your balloon core until your done building , if you have to move the balloon core when removing a fully upgraded balloon core you only get back base balloon core matts all other for the upgrades is lost

It's AT LEAST 7 Balloons but in all seriousness, the max number of Balloons/size of your ship is when you hit 1 FPS and the game is no longer playable. And that'll happen much sooner than you think once you start building an Uber-mega-monster-flying-fortress-of-doom of an Airship. Don't ask me how I know that ;)
