If you play game twice like me it really doesnt matter. But i think weapons have bigger impact

It depends.

For me (based on play style) one was always better than the other.

"For me"
Top Boss Amulets
- ARM OF GOD AMULET
- CONQUERING AMULET
- EXTREME MODIFICATION AMULET

Top Boss Weapons
- TRIDENT OF THE COVENANT (Tech Build)
- TWO DRAGONS SWORD (Tech Build)
- NOBLESSE OBLIGE (Motiv Build)
- HOLY SWORD OF THE ARK (Motiv Build)
- PROOF OF HUMANITY (Hybrid Build) **This is very strong from NG+ onwards, suitable for critical builds using Motivity and Technique, making this sword have high damage in later rounds**

FROZEN FEAST

It's not useful in battle, but without it you'll miss out on one Quartz.
Two Dragon Sword and that's it. This weapon made the game enjoyable for me. Sold the soul like an idiot my first playthrough and beat the game with the Wrench. I speed ran it my second playthrough to get the sword as quick as possible and my god is it amazing and fun. Spent like 30 mins practicing on the Mad clown that I had skipped and got the R2 Parry time down and I'm just destroying everything with this +3 weapon. Chaining attacks, but the enemies can't even survive the first parry at this level.

Dancing One's Amulet is a decent one - enables dodge while out of stamina, literally going into negative.
Extreme Modification Amulet - +5% damage per charged fable slot, a no-brainer for me, since i don't really use fable arts much.
I don't know what to pick between 'Trident of the Covenant' and 'Nameless One's Amulet' - trident is great dex weapon with a built-in crit, while the amulet gives about 15% chance of not consuming pulse cell when using it.
'Puppet Ripper' is a decent weapon with good charge attack, while 'Triumvirate Amulet' is just meh, who cares about scaling on legion arms even(it increase scaling, not adds modification level).
Arm of God Amulet i think would look good with a quicker weapon(bonus last 5 seconds, maximum 15% or somesuch).
Ghost Walk Amulet allows you to dodge fury attacks - which is extremely tempting. Though i took Two Dragons Sword because everyone said it's amazing - honestly, i didn't like it very much - it has a parry built in its charge attack, but it's not exactly easy to land, while the damage is nothing to write home about.

I didn't really look into other amulet/weapon pairs, i only vaguely remember Laxasia's amulet being really useless.

Yeah once learned its a busted murder weapon, great fun.

Surprised no one mentioned "Awakened God's Amulet". Three-bar Fable Arts with this thing hurt really bad, to the point where going for a Fatal becomes redundant.

Though I will admit that the Big Bonk Club is an enticing offer.

Legion arms scale much better than weapons. On NG+ with decent and evenly distributed stats (no reason to do it any other way on NG+ because of diminishing returns) wepons damage is split close to 60/40% (core/scaling) while arms usually have 25/75% split. +1 to all 3 stats scaling is a big boost, around + 20-30% total damage depending on the arm. I've roasted archbishop without swinging my weapon once.
