The Nameless Puppet is a much tighter fight, and requires more precision. I'd say the puppet is tougher. He still didn't take as long to beat though, since the fight is actually pretty short once you manage to avoid making any mistakes long enough to win basically.
I'd say Nameless Puppet for two reasons: 1) LoP already has you give up Kuro's Charm from the beginning so you're already taking damage, and 2) (if this is the second Isshin) then I was always so happy when Isshin would do the lightning attack since it was easily telegraphed and would give you free damage compared to Nameless Puppet's final form where he would do the fire attack.
Isshin has more moves, but also gives you free wins with his lightning and thrust attacks.
Nameless Puppet has fewer and less complex moves, but you don't have Kuro's Charm so to speak and he doesn't give you free wins except for that one full screen charge attack.
