Yes he is pontiff.
Always try to get to his back moving around him on the right.
I also had a situation where i was directly on his left shoulder and he didn't do anything for about 5 - 10 seconds. Guess there is an exploit somewhere around that spot.
This to me is kinda hilarious. Just the image of this incredibly badass and fed up puppet coming to purge you in fire and you just bop him in the face with what is essentially an big metal rock.
That just tickles me.
I just brute force his fire phases by running away and mashing dodge once he caught up. I'm guilty of not using consumables much. I need to start exploring each consumables as I start NG+.
Edit: Would also like to note that the full charge of it knocked the boss from half health, down to a 2 tap kill... one of which i got while he was still staggered by the fable art.
