Looking at my server that has been running for a few months, using HaruHost, the only thing I see is in mine the PublicIP or Region are not entered.
PublicIP=""
Region=""

other than that make sure you have the correct ports forwarded so others can join.

both are blank for me, they don't need to be hard coded.

ok so i found a config generator and the answer was literally nobody could remember how the config was ordered and that SOMEHOW matters. its working now but NOW im having problems get port forwarding to work. the ip is in the config, and i set up the port bs but its still not working properly. its using the default port meaning something is breaking with the port forwarding.

I've never had issues with the order being important, but I do try to keep it somewhat similar to the default file. I can tell you right now that you don't need to include anything in the file that you aren't modifying. Only add what you intend on changing. The game will use default settings for the rest.

I also don't have anything listed for PublicIP. All I did was forward the port on my router and I was able to connect. I don't think region matters either unless you're trying to get your server listed publicly so others can connect. If this is a private server with friends, it might be wise to remove your IP so you don't deal with griefers, or add a password upon connection.

EDIT: Since you said you got it to partially work, I'll assume this isn't the case, but there is a default file that is only used as an example and not the actual server settings. So hopefully you aren't modifying the one in the base game folder. The one you need to edit will be several folders deep, likely here -C:\Program Files (x86)\Steam\steamapps\common\PalServer\Pal\Saved\Config\WindowsServer

Maybe this config-Generator can help you: https://pal-conf.bluefissure.com/

Edit: I asume you're running the server at home. Did you config your router aswell, you need a nat rule in the firewall and the port is UDP not TCP.
I checked my FW config and I opened some more Ports:

(sorry, it's german, but if there is a question, I can answer it. I did not include the internal and external address in the server config, because I don't want it to be public browsable, but my friends can connect with my public address (dyndns) and port and I can connect with my internal servername at the same time.)
