other than that make sure you have the correct ports forwarded so others can join.
I also don't have anything listed for PublicIP. All I did was forward the port on my router and I was able to connect. I don't think region matters either unless you're trying to get your server listed publicly so others can connect. If this is a private server with friends, it might be wise to remove your IP so you don't deal with griefers, or add a password upon connection.
EDIT: Since you said you got it to partially work, I'll assume this isn't the case, but there is a default file that is only used as an example and not the actual server settings. So hopefully you aren't modifying the one in the base game folder. The one you need to edit will be several folders deep, likely here -C:\Program Files (x86)\Steam\steamapps\common\PalServer\Pal\Saved\Config\WindowsServer

Edit: I asume you're running the server at home. Did you config your router aswell, you need a nat rule in the firewall and the port is UDP not TCP.

(sorry, it's german, but if there is a question, I can answer it. I did not include the internal and external address in the server config, because I don't want it to be public browsable, but my friends can connect with my public address (dyndns) and port and I can connect with my internal servername at the same time.)
