Is a foxspark with all 4 passives enough to start crossbreeding?
Should I get a foxspark with
Musclehead+Ferocious+Lucky+Legend
and then start breeding her to get my desired pals to have the 4 passives?
I'm not sure how to go on about getting my wanted pals with all 4 passives (jetragon, astegon, etc)

OR do I bread the same parents until random passives will generate

For starters. Foxspark will limit you in possible breeding combos, at least in the first generation. And legendaries like jetragon cannot be bred from other pals.
for legendaries you either catch a bunch of them while using up hundreds of legendary spheres (as if) or you breed for random passive skills after catching a male and female

Legendaries generally have a very limited pool of breedable parents.

For example:

Jetragron, Paladius, Necronus and Frostallion can only be bred by two of the same. So 2x Jetragons or 2x Frostallions, etc.

I've already got jetragons and my desired pals, just wondering if I should breed them over and over to get the good passives

Right now, no. There are no enemies that require min-maxing your pals. Maybe when Raids make an appearance.

I've seen some videos about breeding that say it is better to have the breeding parents only have one or two passives to increase the odds of the ones you want being passed on. Having two parents with the same passive, for instance, does not seem to increase the chance of offspring having that.

So it seems best to have one parent with one or two wanted passives, and the other with one or two other wanted passives. Eventually when you get to try for one with all four, the parents should have two each.

i can confirm from experience having copies of the same skill does not hurt at least as i generally get a pal with my desired passives within 4-5 hatches with both parents having all 4 desired passives. Having any passives you don't want is where it starts to get extremely unlikely you get what you do want.
