I don't think your seed is broken. It's just very rare for reasons. A world will always generate at least one... I don't know how many are supposed to be generated but the world I was in, I only found one. You have to be infinitely patient. Try more than one map.
what makes it even more frustrating is that no other shimmering frontier scene is generating as well
I suspect that something with the world size just makes it impossible to spawn, cause i keep getting relative biome scenes where shimmering frontier scenes should generate such as
ancient cities, mold dungeons and volcanoes all spawning withing SF regions where i should expect SF specific scenes...
care to specify how far from the core did you find it and was it well within SF biome or at the edge?
My advice: Generate a new world to explore. Biome Chaos, OFF. Ores, ANY. Tunnels, OFF. Chambers, OFF. Rivers, OFF. Lakes, EXTREME. Pits, OFF. (as they seem useless in this context.) I used EXTREME for ceiling holes for maximum lights. It's nice.
Prepare a boat, you'll need one. You will need to search for the bosses to open the wall. It is easy since you will have a total lack of land. (If done right). Then you search all of the big shimmering circle and make sure you go all around its width. Good luck.
I already mapped desert SF and about to finish jungle SF so far 0 scenes.
I wont give up on this map just yet
