Report a translation problem
In my games usually there is one near the Core and one in the Wildneris.
You can also get Wool from several chests types :
Scarlet, Octarine, Galaxite, Ancient, Golden Ancient, and several more Chests types
Note that you can upgrade any weapon and armor up to Lvl 19, so you do not necessarily need to craft Scarlet armor to progress. If you play mage you may prefer the Scholar's or Sorcerer Armor from the Sunken Sea anyway ...
I think the easiest fix is just make a new map, bring a few livestock boxes and bring the animals back to your main map.
According to the wiki :
"The Meadow is a sub-biome that generates in the Undergrounds and Azeos' Wilderness."
I played two worlds, one in Early-Access and one after the Release and both worlds had meadows near the Core as well as in the Wildernis.
There is a chance to simply miss the meadow(s) in dirt biome when focusing on the ore progression (copper - tin - iron - scarlet - ...) leaving parts of the Dirt Biome unexplored.
