Right now fishing is simple. Just cast the line with right click (or maybe left click. Not at pc atm to check). If you hold the mouse button you can cast the line further. I think the max is 4 tiles out. When the fish bites you hit right click again and instantly catch the fish/item, so no need to reel it in.
You can fish anywhere, not just in schools. In schools there is no wait for fish bites, they bite instantly, but usually they only have 2-3 fish to catch before the school disappears. Schools also guarantee you get a fish, so you can't catch any items like valuables/gear from those. In open water it takes longer for anything to bite and you can catch both fish and items.
Ah yes. Have to level up fishing to fish in later biomes. :) I always start fishing right away, so rarely think of that. I think I tried once that my fishing skill was too low for a new biome in my old playthrough, but I can't remember what happened - if it warned me or I just got nothing from it. But yeah bit confusing if you just get to fish but never catch anything.
You'd have to backtrack at some point anyway if you want all the fish types. There are different fish based on biome :D Some types of waters can be moved though, but for some biomes you have to fish IN the biome to get the corresponding fish and other loot.
But good that you found the issue. :D
Yup, any fishing gear helps :D
Well not dirt and stone biome water, since that changes according to the biome it's placed in :D So you'd have to backtrack for those no matter what :D
