Spawn Tiles - Distance Question

If I place a spawn tile down, how far from that spawn tile can enemies spawn? Anyone know definitively without guessing?

I've tried many variations of spawn spots and the enemies always get out.

Enemy spawning occurs in each and every 16x16 tile (or a cell) every 15-22 minutes, within a 206 tile radius from the player, but there is a grace-radius of 6 tiles, where they do not spawn at all. Within the spawn tile, depending on the types of spawning tiles are places, any enemy that corresponds to the spawning tile can spawn within that cell.
