how to use the editor?

how do i create a new character, not edit and existing one, i want to create a fully new character

You need to have the WECCL mod active to manually generate a new character. Once you have it installed and running, go to the editor and flip through the promotions in the editor, you will eventually find a new screen that has every single character on it which will allow you to press Ctrl+N to generate a new character or Alt+Del to delete one.

The vanilla game will very rarely generate a new character and does not give you the option to manually do it.
